With the vision of guiding this innovation strategy in alignment with the European Innovation Missions, València took a significant step in February 2021. The city approved its first Innovation Mission: the València 2030 Climate Missionfocused on attaining climate neutrality within the city by 2030.

A practical application of this orientation is found in Programme 14 of the Urban Strategy Action Plan which

reflects the desire to make València a laboratory city. It envisions the creation of Sandboxes as spaces, public infrastructures and processes designed to experiment with new solutions, services and products being developed by the innovative ecosystem and which require testing in relevant or real conditions. This reflects the aspiration to generate new instruments that promote innovative experimentation aimed at the city model outlined by the València 2030 Urban Strategy.
